Managing tourist flows is one of the major challenges facing Biarritz, where the population rises from 26,000 in winter to over 100,000 in summer.
At the end of 2023, the city introduced a new pricing policy for its car parks, tailored to residents, workers and visitors.
As part of the tender won in 2023, INDIGO will operate six car parks, one enclosed car park and two motorhome parks.
In response to the city’s challenges, we have introduced a pricing structure adapted to residents and a seasonal hourly rate. Subscription solutions, with fixed rates all year round, are also offered to residents, shopkeepers and working people. Last but not least, all the city’s infrastructure car parks are being upgraded and renewed.

INDIGO has been present in Biarritz for over 30 years. Strongly involved in local life and with the aim of changing the parking experience and supporting artists and creativity, INDIGO has invited Art to take up residence in the car parks.
Biarritz’s car parks are the setting for a series of original murals celebrating the city’s rich heritage. Monumental ceramics, mural frescoes, abstract or figurative works… along a thematic path, the artists offer an aesthetic and immersive experience, giving pride of place to contemporary creation.
The artwork, installed in the Sainte-Eugénie, Halles Clémenceau and Grand Plage parking lots, is open to the public, car park customers and passers-by alike.
This permanent exhibition is proposed by the art cooperative The Next Movement, based on the Basque coast and committed to promoting art and culture to enhance the living environment.
